Commercial Competitions

Issuance of Commercial Competition Permits

 Service Introduction: Issuance of Commercial Competition Permits: In support of the promotional and marketing activities of commercial establishments, Asharqia Chamber provides the service of issuing commercial competition permits in cooperation with the Ministry of Commerce, in accordance with the approved Competition Regulations. This service aims to regulate competition campaigns and ensure their transparency, in a way that enhances consumer confidence and preserves the rights of participants, while complying with the laws and with the conditions and controls specified by the competent authorities. Commercial establishments and e-stores can apply for the permit through the Chamber’s portal and complete the requirements electronically, contributing to faster procedures and an integrated experience.
Service Application Steps
  1. Log in to the electronic portal by the administrator or authorized representative
  2. Select the “New Request” icon, then select “Competition Request”
  3. Fill out the competition program form with all required details
  4. Attach proof of prize ownership
  5. Attach the competition undertaking form, while complying with the conditions stipulated by the Ministry of Commerce and the Chamber of Commerce, provided that the undertaking is authenticated by the Chamber
  6. Submit the request electronically through the portal and wait until official approval is issued
  7. Upon approval, the competition permit will be issued.
Terms and Conditions for Holding the Competition (15 Conditions)
  1. Review and Response Period: The competition request shall be reviewed within a period not exceeding (7) days from the date of submission. In the event that the request is rejected, the establishment shall be notified of the reasons for rejection within a maximum period of (10) days from the date of submission.
  2. Number of Licenses: The establishment may not hold more than two competitions in one year, provided that the duration of each competition does not exceed (60) days
  3. Competition Duration: The duration of the competition must not exceed (60) days from its start date to its end date
  4. Announcement of Results and Distribution of Prizes: The competition results must be announced and the prizes distributed within a period not exceeding (30) days from the competition end date
  5. Application Submission Period: The competition application and announcement must be submitted at least (30) days before its scheduled start date
  6. License Application Contents: The competition application shall include the following data: the competition subject, purpose, geographical scope, start and end dates, date of announcing results, method of participation, prizes with proven ownership, number of coupons, and a sample thereof
  7. License Content: The license must include the name of the licensee, the start and end dates of the competition, and its geographical scope
  8. Participation Condition: Purchase may not be required to participate in the competition, and the coupon may not be placed inside the product
  9. Prices: The prevailing price of the product must not be increased during the competition period
  10. Repeated Winner: If one contestant wins more than one prize, only the first prize shall be approved for him/her, and the draw shall be repeated for the other prizes
  11. Prohibition of Participation: The licensee, any of his/her first-degree relatives (children, spouse, parents), or employees may not participate in the competition
  12. Sharia-Compliant Content: The competition must not include anything that violates Islamic Sharia or the customs observed in the Kingdom
  13. Sorting Committee: A sorting committee shall be formed under the chairmanship of a representative from the Ministry or the Chamber of Commerce, and shall prepare minutes containing the names of the winners, their prizes, and their addresses
  14. Delivery of Prizes: The establishment shall deliver the prizes to the winners within a period not exceeding (7) days from the date of announcing the results
  15. Receipt of Prizes and Communication with Winners: The winner shall be granted a period of (7) days to receive his/her prize. If communication with the winner is not possible, communication attempts shall be documented (phone call, text messages, email, WhatsApp), then the draw for the prize shall be repeated among the remaining participants.

Important Note

These conditions in full (15 conditions) shall be written on official letterhead bearing the establishment’s name, then electronically authenticated through Asharqia Chamber’s Business Portal, and attached to the application under the "Competition Undertaking" field.

Re-Export Certificate

Re-Export Certificate for a Foreign Product

A Certificate of Origin for Re-Export is an electronic service that enables establishments to export previously imported foreign products abroad again, with the issuance of a certificate indicating the origin of the goods. This service aims to facilitate export procedures and enhance transparency in the movement of goods. Through this service, the establishment enters all data related to the product to be re-exported and completes the procedures electronically to obtain the official permit.
Service Application Steps
  1. Log in to the electronic portal by the primary official or the authorized representative of the establishment
  2. Select the New Request Submission service
  3. Select the Certificate of Origin for Re-Export submission service
  4. Fill in the importer’s data (the entity to which the goods will be exported). 5. Fill in the goods data (type, quantity, value, currency)
  5. Submit the Re-Export Undertaking
  6. Make the electronic payment to complete the request.
Terms and Conditions for a Re-Export Certificate Permit for a Foreign Product
• The request must be submitted only in the name of the registered legal establishment. • All data must match the official documents. • Accurate goods data must be entered (type, quantity, value). • All mandatory fields must be completed. • The product must be of foreign origin. • Origin and importer data must match what is stated in the official documents. • Non-amendment or cancellation: The request cannot be amended or cancelled after submission, and the applicant bears full responsibility for the accuracy of the data. • Submission of the request shall be deemed an acknowledgment of acceptance of the conditions and assumption of statutory responsibility.

• Re-Export Certificate permit fee: SAR 100 • Undertaking and declaration authentication fee: SAR 35 • Sales invoice authentication fee: SAR 35 • Fee for each additional manufacturing country: SAR 20

Identification Letter

Issuance of an Official Identification Letter

Asharqia Chamber provides the service of issuing an official identification letter that verifies the subscriber’s data, whether an individual or an establishment, for use in official or commercial transactions, based on a request approved by the primary official of the establishment 
Steps to Obtain an Identification Letter (Individual / Establishment)
  1. Submit an official request approved by the primary official of the establishment. 2. Subscription verification: o The establishment must be an active subscriber with the Chamber (valid subscription)
  2. Request verification: o The signature of the primary official is required to approve the issuance of the letter
  3. Letter receipt: o It shall be delivered only at Asharqia Chamber’s headquarters.
Terms and Conditions
• The establishment or individual must be registered and have an active membership with the Chamber. • The applicant must be the officially authorized primary official. • Letters are not issued through branches or electronically, but only from the headquarters.
