Dear Chamber Subscribers Esteemed
May the peace, mercy, and blessings of God be upon you.
Asharqia Chamber extends its warmest greetings to you and wishes to inform you that it has received the letter from the Federation of Saudi Chambers No. (45556936/20), dated 27/04/1448 AH, which refers to the letter from the Transport General Authority No. (2773/48/1), dated 23/4/1448 AH, corresponding to October 4, 2026, and relating to the Transport General Authority’s Regulation issued by Council of Ministers Resolution No. (303), dated 14/9/1434 AH, as amended. It also refers to the “Executive Regulations for the Activity of Renting Private Cars and the Activity of Brokerage in Renting Private Cars,” issued by the Transport General Authority Board Resolution No. (14/6ت ر/2025/4), dated 1/3/1447 AH, whose Paragraph (1) of Article (Twenty-Seven) stipulates: “A service provider engaged in the activity of renting private cars must obtain an operating card for each car used in the activity, subject to the following conditions: c- The private car must be new and must not have been previously registered in the Kingdom when placed into service in the activity.” It also refers to the “Executive Regulations for the Activities of Renting Private Cars and Brokerage through Electronic Applications,” issued by the Transport General Authority Board Resolution No. (17/6ت ر/2025/4), dated 1/3/1447 AH, whose Paragraph (1) of Article (Twenty-Seven) stipulates: “A service provider engaged in the activity of renting private cars through electronic applications must obtain an operating card for each car used in the activity, subject to the following conditions: c- The private car must be new and must not have previously been placed into service when registered in the activity.”
The Authority has received complaints from a number of car-rental businesses concerning certain finance companies and car dealerships registering vehicles with the General Department of Traffic for businesses licensed to operate in the activities of renting private cars and renting private cars through electronic applications, without following the registration procedures applicable to these activities, which require obtaining prior approval from the Transport General Authority to register the vehicles. This procedure prevents licensed companies operating in the transport activities from issuing an operating card for the vehicle, as it is deemed “not new.”
Accordingly, the Federation requests that finance companies and car dealerships licensed in the activities referred to above obtain prior approval from the Transport General Authority to register vehicles with the General Department of Traffic through the Transport General Authority’s electronic platform, Logisti, in order to avoid a recurrence of this issue.
Please accept our sincere regards and appreciation.
