Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received the letter of the Federation of Saudi Chambers No. (45555954/20), dated (5/4/1448 AH), which refers to the telegram of the Ministry of Commerce No. (6630), dated (28/3/1448 AH), corresponding to (10/9/2026), further to telegram No. (8819), dated (16/2/1439 AH), regarding the implementation of the updated mechanisms for applying the Security Council resolutions related to combating terrorism and its financing, approved under the telegram of the Ministry of Interior No. (109130), dated (25/4/1438 AH), and to the telegram of the Presidency of the State No. (103215), dated (8/5/1447 AH), regarding updating the executive mechanisms for the Security Council resolutions related to combating terrorism and its financing.
Whereas the Standing Committee concerned with implementing the Security Council resolutions issued under Chapter VII, in cooperation with the Standing Committee for Combating Terrorism and Its Financing, has provided a technical system (the Notification System), which aims to make it easier for the competent authorities and the private sector to view updates to the lists related to UN or national targeted financial sanctions against natural or legal persons to whom those resolutions apply, by sending instant email notifications to dealers in precious metals and gemstones of the names listed on the Security Council lists or any updates to them, so that they can be screened against the dealers’ customer databases and compared with those lists. This ensures that targeted financial sanctions are applied without delay, within a period not exceeding (24) hours from the time any natural or legal person is listed or their data is updated, including existing and new customers and beneficial owners, by prohibiting dealings with them and notifying the Ministry in the event of a full or partial match, as part of the requirements for ensuring continued compliance, via email (AML@MC.GOV.SA).
Accordingly, the Federation hopes that interested and concerned parties engaged in the trade of precious metals and gemstones will review the user guide for the Security Council Resolutions System. They can access the Security Council Resolutions System via the following link: (http://go.ac.sa/utx), noting that the Ministry will periodically conduct field visits to verify the compliance of dealers in precious metals and gemstones with these requirements.
