Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received an email from the Federation of Saudi Chambers dated (2/4/2026), referring to the letter of the Saudi Ports Authority No. (1/38/24944), dated (12/10/1447 AH), regarding the mandatory payment of storage fees (previous and current) and the taking of statutory collection procedures, which includes the Regulatory Rules for Calculating and Collecting Storage Fees at the Ports approved by Saudi Ports Authority Board of Directors Decision No. (282/T/D3), dated (22/3/2026), and with reference to Saudi Ports Authority Circular No. (7) of 2026 regarding the transfer of responsibility for calculating and collecting storage fees to the Saudi Ports Authority.
The Saudi Ports Authority stresses the following:
1- The transfer of responsibility for calculating and collecting storage fees does not waive or cancel any previous financial obligations.
2- All invoices issued before or after the transfer date are due and payable.
3- All owners of goods, owners of vessels or their agents, and related parties are obliged to pay in full the storage fees due (previous and current) as soon as they fall due.
4- No goods may be released, no operational procedure completed, and no port-related service provided without full payment of the financial dues.
5- In the event of non-payment, the Authority shall take the necessary statutory procedures to collect the dues, including, but not limited to, the following:
- Stopping or suspending the operational services related to the goods or the beneficiary.
- Recording the invoice, treating non-payment as a regulatory violation in accordance with the relevant laws and regulations.
- Referring the unpaid dues to the Madyoniyat platform for collection through the approved government channels.
- Taking judicial collection procedures through the Tanfeeth platform in accordance with the approved statutory procedures
6- The transfer of abandoned goods to the abandoned goods yard does not in any way exempt from payment in full of the storage fees due to the Authority.
7- The owner of the goods or the owner or agent of the vessel has the right to submit an objection to the Authority regarding storage fee invoices after paying them, within a period not exceeding (15) fifteen days from the date of payment of the invoice
The Authority also calls on all relevant parties to support compliance with the payment of financial dues and to enhance compliance with the laws and instructions governing the ports sector.
