Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received the letter of the Federation of Saudi Chambers No. (45546845/19), dated (15/9/1447 AH), which refers to the letter of the Saudi Ports Authority No. (1/28/22228), dated (6/9/1447 AH), regarding the mandatory completion of the additional fields in the cargo manifest.

Legal basis:

  1. Circular No. (9) of 2025, regarding the rules for the advance submission of data on goods arriving through sea ports.
  2. Circular No. (5) of 2024, regarding the mandatory entry of the data of the owners of goods (importers) when submitting the manifest.
  3. Circular No. (1) of 2022, regarding the approval of the Ports Operating Regulations.

Instructions:

As part of the Authority’s keenness to raise the quality of maritime shipping data and enhance integration with the relevant entities, and with the aim of improving and accelerating operational processes at the ports, the Saudi Ports Authority confirms that, as of (1/5/2026), shipping agents are required, on a mandatory basis, to do the following:

  1. Enter the international (HS code) data (first six digits) at the item level for each shipment within the inbound cargo manifest data.
  2. Enter the cargo volume data within the cargo manifest data (outbound – inbound – transshipment).
  3. Specify the type and details of dangerous goods.

The Authority confirms that failure to complete and/or inaccuracy of the data referred to above will result in the manifest not being accepted, with the approved statutory procedures applied against violators.
