Asharqia Chamber extends its warmest greetings to you and would like to inform you that it has received the letter of the Federation of Saudi Chambers No. (45542957/19), dated (16/7/1447 AH), which refers to the Federation’s receipt of the letter of the Saudi Ports Authority No. ( 1/38/17874), dated (11/7/1447 AH), which refers to the instructions issued by the Transport General Authority regarding the observation that contractors contracting with government entities in projects and operational contracts continue to operate with transport vehicles (without an operating card) and have not regularized their status and issued transport licenses and operating cards for the vehicles. This includes contractors working directly in transport activities or contractors working in projects that require the operation of trucks such as (construction – cleaning contracts – etc.). The Saudi Ports Authority stresses the following:
1. All companies contracting and/or licensed in the logistics zone at King Abdulaziz Port in Dammam are required, when contracting with a carrier, to verify the availability of truck operating cards issued by the Transport General Authority. The Authority also stresses that all establishments working in projects and operational contracts should promptly regularize their status.
2. The provisions of paragraph (1) include any direct or indirect dealings with trucks for transporting containers to and from the storage yards
in the logistics zone at King Abdulaziz Port in Dammam.
3. Failure of individuals or companies to comply in contracting or dealing with trucks that hold a valid operating card issued by the Transport General Authority will result in the containers not being accepted at the violating yard or site.
4. In addition to the provisions of paragraph (2) above, no financial claims or compensation arising from the refusal to accept the containers referred to will be considered or recognized, including, but not limited to, fees or fines for delays in returning containers to the storage yards, or any other operational costs resulting from non-compliance with the statutory requirements.
5. The beneficiary, the party responsible, or whoever operated or received trucks that do not hold a valid
operating card bears full statutory and financial responsibility for any effects, obligations, or losses resulting therefrom, without any liability whatsoever on the Saudi Ports Authority.
